A reinforced concrete column or bridge pier is disclosed, which comprises a plurality of deformed steel bars (14, 16) arranged in a longitudinal direction, and hoops (15, 17) arranged at desired intervals around the deformed steel bars (16) along the longitudinal direction, wherein a sheath (4) covers at least a portion of each deformed steel bar on which shear stress is exerted. Also disclosed is a reinforced concrete column or bridge pier is disclosed, which comprises a plurality of smooth round steel bars coated with lubricant and arranged in a longitudinal direction, and hoops arranged at desired intervals around the smooth round steel bars along the longitudinal direction. The sheath (4) as well as the lubricant covering the steel bars (3) is provided for the purpose of avoiding the adhesion between the steel bars and the concrete.
