PROBLEM TO BE SOLVED: To make it possible to stably cut out a line/a character without depending on reading resolution. SOLUTION: A rectangle circumscribing a black run assumable to be a character is formed from a document image to be processed obtained by reading a manuscript, a character row is formed (cut out) by unifying neighboring rectangles, a histogram is formed of character row sizes (the number of dots) obtained from one page of the manuscript, and a mode value is found as a typical character size. Effective resolution is calculated by the typical character size (the number of dots)/standard character size (inch) (step 5). Based on the calculated effective resolution, internal parameters for determining processing conditions for character recognition processing are replaced with appropriate values (step 6). By estimating effective resolution on a document image inputted by a digital camera with unknown resolution, rows/characters can be stably cut out with appropriate settings. COPYRIGHT: (C)2003,JPO
