PROBLEM TO BE SOLVED: To automatically select and download only data which are considered necessary for a user from a plurality of data. SOLUTION: A user frequency integrating part 13 integrates corresponding use frequency held in a program information management table 14 each time a program is used. A request level calculation processing part 15 calculates the request level of each program based on the significance level and use frequency of each program by referring to a program information management table 14 in response to a request from a user. A necessity level calculation processing part 23 calculates a necessity level based on the request level transmitted from user terminal equipment 10 and the significance level of each added or corrected program set in an added/corrected program information management table 22, and a download program selection processing part 25 compares the calculated necessity level with a prescribed reference value, and automatically selects a program to be downloaded to the user.
