PROBLEM TO BE SOLVED: To composite a filter for collation irrespective of the number of picture element of filter original images, and to realize accurate target discrimination using the filter for the collation. SOLUTION: This device is provided with a photographing device for photographing a processing object of a target, a filter compositing device for accumulating the plurality of filter original images composited as the filter for the collation of the processing object, for interpolation-processing respectively picture element portions not satisfying the number of picture element of the filter original images for the collation out of the filter original images, based on image energy of the each picture element in the each filter original image, and for compositing the filter for the collation, based on the plurality of interpolation-processed filter original images, and a discrimination device for collating an image data photographed by the photographing device, using the filter for the collation composited by the filter comositing device, and for discriminating the presence of the processing object as to image data photographed by the photographing device.
