<P>PROBLEM TO BE SOLVED: To provide a proposal document circulation system, a simple proposal document circulation method, a terminal and a recording medium, enabling facilitation of circulating a document without transmitting and receiving a document between databases, simplification of control and security protection. <P>SOLUTION: This proposal document circulation system includes one management server 2, a plurality of proponent terminals 3 and a plurality of browser terminals 4, 5, 6, 7 communicated with each other through a network in a fixed organization. The management server 2 is provided with databases 8, 9 recording information including mail addresses of the respective members in the organization, a document retaining means for retaining a proposal document in an address of a designated URL, and an address select means for selecting a destination address of a mail from the databases according to the status of the proposal document and the information on the mail sender. The proponent terminals 3 and the browser terminals 4, 5, 6, 7 are provided with an input means, a receiving means, a connection processing means connected to the management server 2 by URL link of a received electronic mail to download and upload the proposal document, a display means, and a transmission means for transmitting an electronic mail by setting URL link.
