PROBLEM TO BE SOLVED: To enhance use efficiency of the entire network by efficiently using empty resources of a network.

SOLUTION: Adjustment is performed by transmitting/receiving rearrangement requests of connection among a plurality of edge routers that use the connection. In this case, a relay router holds an IP address of an edge router regarding the connection via the present router and provides information about the IP address to an edge router at an information requesting origin based on an address information request from the edge router. The edge router transmits a rearrangement request to other edge routers to which the present router requests rearrangement based on the provided information about the IP address.
