PROBLEM TO BE SOLVED: To realize a miniaturization of a circuit scale for encoding or decoding, a improvement of a processing speed by reducing the number of entries in a variable length code table in the case of encoding or decoding using a variable length code. SOLUTION: In a data processor for performing at least one of encoding using the variable length code or its decoding to data to be an object to be processed, a variable length code table is provided with two or more entries which are not in contact with each other in the respect of continuity and a single entry where data values which are not classified to be in the two or more entries are classified collectively.
