PROBLEM TO BE SOLVED: To select a call route in consideration of presence of data in addition to a radio channel state concerning an inter-cell hand-over system in a radio communication system, where a plurality of radio base stations are connected by cable to a base station controller for controlling the radio base stations. SOLUTION: When the base station 54 does not receive data by cable from the base station controller 52 from the point of time when the call route is set among a mobile apparatus 56, the base station 54, and the base station controller 52, identifying information which indicates a non-reception state is transmitted to the mobile apparatus 56 by including it in data on a radio channel. The mobile apparatus 56 synthesizes data through the use of only data on the radio channel which is not judged to be in the non-reception state by identifying information. COPYRIGHT: (C)2003,JPO
