PROBLEM TO BE SOLVED: To reduce access time from an optical disk and suppress noise. SOLUTION: Controllers 16, 18 measure a transfer rate of data read from an optical disk 11, stored in a data buffer 17, and transferred to a host PC 2 and detect a data read position of the optical disk 11. The controller 16 compares a data transfer rate at a detected read position and corresponding to the present number of revolutions of the optical disk 11 with the data transfer rate actually measured, keeps the number of revolutions of the optical disk 11 low when it is not required to transfer the data to the host PC 2 at a high speed or increases the number of revolutions of the optical disk 11 when it is required to transfer the data to the host PC 2 at a high speed.
