PROBLEM TO BE SOLVED: To provide an optical disk device of a fixed length packet system, such as, for example, a CD-RW driver, which permits formatting of only the rewriting region of a hybrid optical disk. SOLUTION: Format processing is performed by having a Format Hybrid Disk command of the format instruction set in an Address of ROM Portion accepted by the optical disk device with the information on the Start Address and End address in the read-only region on the hybrid disk as parameters and therefore the formatting of only the rewritable region exclusive of the read-only region is made possible by referring the parameters.
