PROBLEM TO BE SOLVED: To reduce cost and completely prevent unauthorized access. SOLUTION: The system consists of a plurality of network connection measures 121 to 125, which have no physical connection relation to connecting by each network, at least one client connection measure 126 (127) which is connected to a client, a network client connection/disconnection measure 120C, which connects or disconnects between any of the network connection measures 121 to 125 and the client connection measure 126 (127), and a control measure 110A, which controls the network client connection/disconnection measure 120C. The network client connection/disconnection measure 120C is constructed as routes between the rest network connection measure, excluding the network connection measures designated by the control measure 110A, and the client control measure 126 (127) are normally in disconnected state.
