SOLUTION: When a power detecting circuit 22 detects that the terminals 6 and 8 and the power source for charging are connected with each other, the first charging/discharging control circuit 25 turns on a transistor Q1, and the second charging/discharging control circuit 26 turns on transistors Q2 and Q3 so as to start charging of a battery 10. When a charging end detecting circuit 23 detects the charging end of the battery 10, the second charging/ discharging control circuit 26 turns off MOS transistors Q2 and Q3. Hereby, the load is connected with the power source for charging. Then, when a power detecting circuit 22 detects that the connection between the terminals 6 and 8 and the power source for charge is canceled, the first charging/discharging control circuit 25 turns off the transistor A1, and the second charging/ discharging control circuit 26 turns on the transistors Q2 and Q3.
