PROBLEM TO BE SOLVED: To provide a low cost configuration and difficulty in cipher decryption, for a data reception/distribution system and its method, which encrypt information data to transfer it. SOLUTION: A higher-order device 1 inputs information data from a storage unit 9a to a data encrypting unit 16, to conduct double encryption using a common key KA from a common key generating unit 4a and a common key KB from a key decrypting unit 10a, and transmits the encrypted data to a terminal device 11 by a transmitting/receiving unit 2a. The terminal device 11 decrypts the encrypted data received from the higher-order device 1 by a data decrypting unit 17, using a common key KA from a key decrypting unit 10b and a common key KB from a common key generating unit 4b.
