<P>PROBLEM TO BE SOLVED: To provide a system in which an IC card user can select and load a favorite application on the IC card and also specify a favorite design. <P>SOLUTION: The IC card issue and the operation system according to the present invention is an IC card issue and the operation system for multiple applications, and is characterized in that an application providing company registers their own application in a server of an issuing/operating company of the IC card, the IC card user selects an application that he or she desires from the applications, specifies a design for his/her own IC card and applies the issue of the IC card to the issuing/operating company of the IC card, so that the application is loaded by an IC card issuing device and the IC card having the specified design is sent to the IC card user.
