<P>PROBLEM TO BE SOLVED: To provide a solution method for quick planning and evaluation of downlink coverage in radio networks with high reliability. <P>SOLUTION: The service area of the radio network can be divided into pixels defined (a) by the grid (1), and cells (2) can be assigned (b) to the pixels. After assigning (c) the pilot power (3), the desired downlink transmission power (4) can be estimated (d) for the cell (2), which can be compared (e) to the maximum transmission power (5) of the base station.
