PROBLEM TO BE SOLVED: To provide a method for processing the format of a rewritable recording medium for reducing a format processing time so as to maximize a data read/write speed by a user. SOLUTION: The format processing method by using a head for emitting a laser beam to form a management data recording area and a user recording area to a loaded recording medium, discriminates whether or not a recording medium is a rewritable recording medium and discriminates whether or not the rewritable recording medium is a blank medium when the recording medium is the rewritable recording medium. This method is characterized in that when the rewritable recording medium is discriminated to be a blank recording medium, a head 14 is moved to a top of the user recording area to automatically start a first format processing wherein the areas are formatted from the top address, and a second format processing wherein the areas are formatted from a start part of the management data recording area after the completion of the first format processing.
