<P>PROBLEM TO BE SOLVED: To provide a porous body which can be simply dried under a normal pressure without requiring a supercritical drying and made porous at a low temperature, and whose surface can be made active. <P>SOLUTION: A solution is prepared by dissolving one or more kinds selected from a metallic or metalloid alkoxide expressed by the general formula: M(OR<SP>1</SP>)<SB>n</SB>, an organoalkoxysilane expressed by the general formula: Si(R<SP>2</SP>)<SB>m</SB>(OR<SP>3</SP>)<SB>4-m</SB>, and a polyorganosiloxane expressed by the general formula: HO-[Si(R<SP>4</SP>)<SB>2</SB>O]<SB>l</SB>-H, and H<SB>x</SB>Si(R<SP>5</SP>)<SB>y</SB>(OR<SP>6</SP>)<SB>4-x-y</SB>in an organic solvent. In a manufacturing method for the porous body, the prepared solution is hydrolyzed or partially hydrolyzed, gelated, and dried to become the porous body. The content of the H<SB>x</SB>Si(R<SP>5</SP>)<SB>y</SB>(OR<SP>6</SP>)<SB>4-x-y</SB>based on the total mole number of the metals or metalloids in the solution is, in terms of Si, ≥10 mol% and ≤90 mol%.
