PROBLEM TO BE SOLVED: To provide a fixing device which enables removal of an excess releasing agent without increases in the size and cost of the device and prevents streaks of oil and ununiform application of the oil and to provide an image forming apparatus having the fixing device. SOLUTION: The fixing device has a rotational body 12C, another rotational body 12B abutting on the rotational body 12C, a releasing agent application means 20 which applies a releasing agent to the rotational body 12C, a recovery member 44 which recovers the releasing agent from the ends of the rotational body 12B, and a storage member 45 which stores the releasing agent recovered by the recovering member 44.
