PROBLEM TO BE SOLVED: To provide a base isolation floor structure of which the floor pallet can be made transferable following the base isolation building body by interposing a horizontally movable device having a specified friction between the floor pallet which is installed on the ground and on which a low floor can be formed and the ground face when the floor structure installed in the inside and the outside of the base insulation building is constituted. SOLUTION: The low horizontally movable device 9 having a specified friction constituted of a rolling device or a sliding device is interposed between a floor pallet 8 to be laid on a floor and the ground face 3a of a foundation 3 when constituting a garage 6 to form a low floor and connect the floor pallet 8 through a connection device (not shown in the figure) to the base isolation building body 1. In this way, the floor pallet 8 can be moved following the base isolation building body 1, in an earthquake or the like, and such conventional disadvantageous problems that inflow of rainwater caused by digging down the foundation ground or in making use of space can be solved.
