PROBLEM TO BE SOLVED: To provide an encoding method for audio signal capable of reducing the deterioration of the sound quality detected even in the case of the smaller number of bits that can be used in audio encoding by efficiently using encoding and an encoding system. SOLUTION: The method for encoding the audio signal has a converting step of converting the signal of a time region to the signal of a frequency region, a dividing step of dividing the frequency coefficient group converted in the converting step in a plurality of bands, a control step of stepwise controlling the gains or quantized values in the values of the frequency coefficients expressed by the gains and the quantized values and an encoding step of encoding the quantized values.
