PROBLEM TO BE SOLVED: To prevent the voice articulation from dropping even though a speaking speed is accelerated in a voice synthesizing device.

SOLUTION: A speaking speed adjusting part 31 increases/decreases the number of phonemes per unit time of voice to be outputted to make a voice speed faster than a standard speaking speed. At this time, a sound volume adjusting part 32 adjusts the sound volume so as to compensate the decrease in the articulation. The characteristic of the phonemes is emphasized in accordance with the speaking speed so as to compensate the decrease in the articulation. The emphasis of the phoneme characteristic is processing for emphasizing formant, consonants or the like. A plurality of voice element piece databases with different emphasizing methods and degrees are prepared to simplify the configuration by switching databases to be used in accordance with a speaking speed.
