PROBLEM TO BE SOLVED: To provide a pneumatic caisson having a steel or concrete airtight chamber, and an excavation control-recovering method for an excavator in the pneumatic caisson for quickly recovering the excavator, performing inspection-maintenance in a foot side steady environment under atmospheric pressure on the outside of a work chamber, and allowing a worker to safely and quickly move in the airtight chamber to an aboveground part. SOLUTION: A caisson airtight chamber 7 having a wide space is almost horizontally arranged above a slab B. The caisson airtight chamber 7 has machine-man airtight chambers 10 and 11, and houses the excavator 14 housed in the machine airtight chamber 10 in an almost horizontal attitude, and safely allow the inspection-maintenance in a wide foot side excellent space. The man airtight chamber 11 and the machine airtight chamber 10 connected to worker lifting equipment can be almost horizontally communicated with each other for improving workability.
