PROBLEM TO BE SOLVED: To provide a roofing capable of forming a roof having high fire resistance efficiency or leaping prevention of fire flame. SOLUTION: The roofing comprises a thermal insulating material 1 of a resin foam and a waterproofing sheet 2 laid on the surface side thereof. It is constituted by laying an inorganic sheet 3 between the thermal insulating material 1 and the waterproofing sheet 2. The surface of the resin foam-made thermal insulating material 1 is coated with the flame-retardant inorganic sheet 3 to make the thermal insulating material 1 noncombustible a fire.
