PROBLEM TO BE SOLVED: To provide a device and a method for measuring refuse layer in an incinerator to measure the height of a refuse layer burned in the incinerator. SOLUTION: This device for measuring a refuse layer in a refuse incinerator comprises a charge hopper 33 for garbage 32; a feeder 34 to quantitatively feed the charged refuse 32; a stoker 36 to dry and fire a refuse layer 35 of garbage fed from the feeder 34 as the garbage is mixed and agitated; and an ash chute 38 to discharge ash 37 after combustion. In an incinerator body 39, a laser measuring device 40 is situated and a refuse layer height(h) of the combustion refuse layer 35 slid above the stoker 36 is measured by irradiation with layer beams 41.
