A device for generating interest at festivals, consists of a toroidal-shaped ring of a transparent material with the inner diameter of a hat for seating on the head. In the ring are spheres which circulate when the ring is tilted, and each of the circulating spheres has flashing light emitting diodes (LEDs). An Independent claim is given for a method for generating interest at festivals.
