A developing cartridge (12), comprising a housing (43) having peripheral surfaces and two end faces on both sides of the peripheral surfaces and a toner storage part (45) formed in the housing to store toner (47), wherein communication holes (61) are formed in the peripheral surfaces of the developing cartridge (12) and closed by seals (63) having fine holes allowing air to flow therethrough and not allowing the toner (47) to flow therethrough.
