PROBLEM TO BE SOLVED: To solve the problem on a conventional device that the re-startability of an engine is worsened by the rotation of a control shaft to the direction of the minimum lift control at stopping the engine. SOLUTION: The valve lifting property of an inlet valve is changed by using an electric motor 35 of a driving mechanism 6 for controlling the rotation of the control shaft 32 of a control mechanism 5 depending on the operated condition of the engine to change the attitude of transmission means 18. A position restricting mechanism 7 comprises a position restricting cam 51 fixed to the control shaft, a plunger 54 slidably provided in a cylinder hole 53 of a cylinder wall 52 for resiliently contacting the position restricting cam with the springing force of a coil spring 55, and a stopper part 56 for restricting the protrusion of the plunger toward the position restricting cam. The position restricting cam abuts on the outer peripheral edge of the plunger at stopping the engine for restricting further rotation thereof, whereby the inlet valve is controlled to be positioned at an intermediate lift greater than the minimum lift.
