PROBLEM TO BE SOLVED: To provide a paper sheet taking-out device and method having high reliability and improved processing efficiency. SOLUTION: A separating part 32 comprises a pick-up roller 5 for feeding out bills P, a taking-out roller 30 for taking out the bills fed out by the pick-up roller 5 by rotation, and a separating roller 31 for separating the bills P one by one by applying reverse torque in the direction opposite to the taking-out direction of the bills P press-contacted with the taking-out roller 30. The separating roller 31 is mounted on an oscillation end of an oscillating lever 59. A rotation angle sensor 201 is mounted on a fulcrum 60 of the oscillating lever 59 for detecting the rotation angle of the oscillating lever 59. The driving of each roller is controlled to be stopped in a case when the rotation angle exceeds a threshold value on the basis of an output signal from the rotation angle sensor 201.
