On the transmission part, an enhancement layer is layered by developing a coefficient of orthogonal transformation into a plurality of bit planes or designating a coefficient position in a block. Streaming distribution is performed by encoding only the coefficient in the position designated by coefficient position information. On the reception part, a coefficient block is restored by using the coefficient position information.
