<p><P>PROBLEM TO BE SOLVED: To provide a method of dissolving coking trouble in a rotary kiln for heat-treating waste rubber and resins under a reducing atmosphere. <P>SOLUTION: Carbide which sticks and grows on the peripheral wall inner surface of the rotary kiln 21 for heat-treating the waste rubber and resins D under the reducing atmosphere is friction-separated by sliding objects Gr (such as chains) sliding on the peripheral wall inner surface following the rotation of the rotary kiln 21 while being partially fixed to the peripheral wall inner surface of the rotary kiln to limit the movement within a determined range. The carbide which sticks and grows on the peripheral wall inner surface of the rotary kiln 21 for heat-treating the waste rubber and resins D under the reducing atmosphere is burnt and removed by oxygen content gas temporarily led into the rotary kiln 21 of high temperature.
