PROBLEM TO BE SOLVED: To solve a problem that sliding resistance force and pressing force act on a horizontal rotation shaft from brushes by contact of the brushes with slip rings mounted on the horizontal rotation shaft to generate a shaking of the shaft which causes an error of a survey figure. SOLUTION: The plurality of brushes 23 are so disposed that sliding contact positions of the brushes 23 with the slip rings 33 are set at nearly equal angular intervals in the circumferential direction of the slip rings 33 so as to balance the force acting on the horizontal rotation shaft 31 from the respective brushes 23 in the rotation of the rotation shaft 31.
