<P>PROBLEM TO BE SOLVED: To provide a technology for reducing input/output loss of a photonic crystal. <P>SOLUTION: An antireflection layer composed of the photonic crystal is arranged at input and output parts of the photonic crystal. A photonic crystal 100 having an effective refractive index n<SB>1</SB>which satisfies the relation n<SB>1</SB><n<SB>2</SB>is arranged at the input part of a photonic crystal 200 having an effective refractive index n<SB>2</SB>, and a total reflection loss at the input part is decreased by controlling the thickness of the photonic crystal 100 so that the components reflected from boundary faces 210 and 110 are cancelled by an interference.
