PROBLEM TO BE SOLVED: To shorten a starting time of a plant by correcting a plant starting schedule sequentially according to the conditions of the plant without increasing calculation loads. SOLUTION: A plant starting device, which is set so that a procedure A proceeds to a procedure B after executed for a controlled variable (a) to reach a controlled variable a<SB>0</SB>, comprises controlled variable simulating means 205 for simulating the output of a manipulated variable B' of the following procedure B at the stage that the procedure A is executed and the controlled variable (a) is not ascertained, plant simulating means 201 for predicting a future value for the controlled variable (a) in accordance with the manipulated variable B' and the controlled variable of the plant, starting procedure determining means 207 for determining how the future value for the controlled variable (a) is changed with the change of the manipulated variable B', starting condition determining means 203 for determining whether the future value for the controlled variable (a) reaches or not the controlled variable a<SB>0</SB>, and starting completion signal correcting means 206 for outputting an instruction to execute the procedure B when determining that the controlled variable a is changed toward the controlled variable a<SB>0</SB>and the future value for the controlled variable (a) reaches the controlled variable a<SB>0</SB>.
