<P>PROBLEM TO BE SOLVED: To provide an innovative 24-hour floor heating system wherein safe and comfortable 24-hour floor heating is made available at low cost not only in a part of a building, including an ordinary home (house) and public facilities (accommodations, a public bath, a heated swimming pool, a nursing home, and facilities for the handicapped), but also in the building as a whole without forming any cold part and maximally using natural energy. <P>SOLUTION: When floor heating hot water 8 in a double-structure bathtub 1 at a temperature controlled for 24 hours by means of a sensor thermostat 13 is circulated by means of a circulation pump 3 operated under control for 24 hours by a 24-hour timer, floor heating 5 is realized not only in a part of a building but also in all the floors inside the building such as the ordinary house and the public facilities.
