PROBLEM TO BE SOLVED: To provide a new manufacturing method for a vibration control bush capable of applying pre-compression to body rubber elasticity by reducing a diameter of an outer tubular member, stably setting a fitting/securing position of an annular stopper member at the outer tubular member with high accuracy at the time of fitting and securing the annular stopper member in which the outer tubular member is inserted into and disposed at the outer tubular member, and effecting a large diameter-reduction amount for the outer tubular member. SOLUTION: A retaining rubber layer 34 is fitted and formed at an inner periphery of the outer tubular member 14, an elastic projection part 46 is formed at the inner periphery of the holding rubber layer 34, the annular stopper member 48 is inserted into the outer tubular member 14 with a gap 50 in a diametrical direction formed between the retaining rubber Layer 34 and the annular stopper member 48, and the elastic projection part 46 is brought into contact with the annular stopper member 48 to retain the annular stopper member 48 in a prescribed position. The diameter of the outer tubular member 14 is reduced under such a condition that the annular stopper member 48 is retained by the elastic projection part 46, thus fitting and fixing the annular stopper member 48 at the outer tubular member 14.
