PROBLEM TO BE SOLVED: To provide exfoliation protective structure and a protective construction method facilitating construction and having high durability and reliability concerning the exfoliation protective structure and protective construction method for a concrete skeleton surface, applied in the case of repairing and reinforcing an existing concrete skeleton such as a viaduct. SOLUTION: A protective panel 3 approximately corresponding to the surface shape of the concrete skeleton 2 to be prevented from exfoliation is stuck to the surface of the concrete skeleton 2, and a consolidating material G of high fluidity is filled between the protective panel 3 and the surface of the concrete skeleton 2 and solidified. Or the protective panel 3 approximately corresponding to the surface shape of the concrete skeleton 2 to be prevented from exfoliation is anchored to the surface of the concrete skeleton 2. The periphery of the protective panel is then sealed with a sealing material 13, and the consolidating material G is injected between the protective panel 3 and the surface of the concrete skeleton 2 and solidified.
