PROBLEM TO BE SOLVED: To provide a device and a method for reinforcing the component of construction machinery capable of sufficiently maintaining a reinforcing function. SOLUTION: When a reinforcing plate 34 is installed to the external surfaces 25a1 and 25b1 of the left-right side side plates 25a and 25b of an arm 17 for a hydraulic backhoe 1, the reinforcing plate 34 is joined with the external surfaces 25a1 and 25b1 of the side plates 25a and 25b by the fillet welds 36 of the peripheral end faces 34a of the reinforcing plate 34 and the external surfaces 25a1 and 25b1 of the side plates 25a and 25b and a plurality of strips of deep penetration welds 37 by a laser welding mounted so as to penetrate into the inside of the side plates 25a and 25b from the surface of the reinforcing plate 34.
