PROBLEM TO BE SOLVED: To provide a civil engineering sheet superior in flexibility, mechanical strength, and heat seal performance, causing no whirling-up even by a water flow by easily sinking in the water, and superior in durability and follow-up performance to a recess-projection of a construction surface of a revetment. SOLUTION: A sheet is formed by blending an inorganic compound and/or metallic powder with a synthetic resin such as a polyolefine resin and a thermoplastic polyurethane resin. The civil engineering sheet has density of the sheet of 1.10 g/cm<SP>3</SP>or more, and the sheet is a multilayer sheet. The civil engineering sheet has a base material layer and a surface layer on at least one side, and has the surface layer including no either of the inorganic compound and the metallic powder.
