PROBLEM TO BE SOLVED: To provide a new glass substrate which is substantially clear and colorless and structured to have both the photocatalyst function and the low emissivity characteristic, and its manufacturing method. SOLUTION: The method for manufacturing the glass substrate characteristically includes a process to form a low emissivity characteristic membrane with a rough surface on the glass surface and form a metal oxide semiconductor membrane to work as a photocatalyst layer with the rough surface on the low emissivity characteristic membrane.
