PROBLEM TO BE SOLVED: To appropriately insert a shaft 5 into a core hole 3 of a roll 1 and to appropriately pull the shaft 5 out of the core hole 3. SOLUTION: Light projecting/receiving sensors 12 and 13 are disposed up and down respectively with a pair of shafts 5 in-between for projecting/receiving light between the shafts 5. The shafts 5 are moved downward from above the roll 1, and when the light of two pairs of the sensors 12 and 13 both passes through the core hole 3 to be in the light receiving state, it is determined that the shafts 5 are in the position to be inserted. The roll 1 suspended from the shafts 5 is moved downward, and when the light of the two pairs of the sensors 12 and 13 both passes through the core hole 3 to be in the light receiving state, it is determined that the shafts 5 are in the position to be pulled out.
