PROBLEM TO BE SOLVED: To provide a sheet manufacturing device capable of stably manufacturing a sheet having small physical property variation such as scorch time over a long time and to provide a sheet manufacturing method using it. SOLUTION: The sheet manufacturing method and the device comprises a pair of rolling rolls 6 and 8 for rolling a molding material 4 supplied from a supply part 10 and obtaining a sheet 50 before sheeting. The device also comprises a cutting means 12 for extending at least both ends of the obtained sheet 50 on one rolling roll 6 of the rolling rolls 6 and 8 and cutting the sheet 50 moving together with the rolling rolls 6 toward the supply part 10 to separate the both ends as separated parts 502, 504, and 506 from the remaining sheeting sheet 60. The device also comprises a return position adjusting means 14 for making the separated parts 502, 504, and 506 cut off by the cutting means return to the center side of the supply part 10.
