PROBLEM TO BE SOLVED: To provide a device for adjusting layer thickness and flow rate for a crushed braking bag product excellent in cost performance, installation space performance, and adjusting function of layer thickness and flow rate of the crushed braking bag product. SOLUTION: This device is arranged between a crusher/braking bag machine 5 and a conveyer 6 and is provided with a rotary body 11 arranged in a lower position of the crusher/braking bag machine 5 and in an upper position of the conveyer 6, a rotary body retaining means 12 retaining the rotary body 11 movably in a vertical direction, and a rotational drive device 13 rotationally driving the rotary body 11 and capable of switching direction in a regular rotation along a conveyance direction of the conveyer 6 and in a reverse direction against the conveyance direction of the conveyer 6. The rotary body 11 includes the rotating shaft 14 arranged in a transverse direction of the conveyance direction of the conveyer 6 and a plurality of puddles 15 radially arranged from the rotating shaft 14, is arranged between a rotation locus 17 of a tip of a paddle 15 and a conveyer surface of the conveyer 6 with keeping a gap of a designated height h.
