PROBLEM TO BE SOLVED: To prevent occurrence of unusable troubles even if an additional load acts thereon after construction. SOLUTION: A foundation body 10 is tugged to an installation site and immersed into the underwater ground A by a ballast load or a suction action. After the foundation body 10 is immersed, water collection parts 14 are inserted into through holes 16 to project into the lower ground of the skirt 12. After the water collection part 14 has been completely installed and the grouting material has been hardened, a water pump 20 is installed in the foundation body to communicate with the upper end of the water collection part 14. Water collected in the water collection part 14 by driving the water pump 20 is sucked by the pump 20 and discharged to the outside. When continuously driving the pump, water in the nearby ground is discharged through the water collection part 14 extended into the lower ground under the skirt 12. Hence, consolidation of the intermediate layer supporting the skirt 12 is accelerated.
