PROBLEM TO BE SOLVED: To smoothly start and stop a vehicle. SOLUTION: A connection rod 44 is drawn associated with the turning operation of a steering wheel, and a shift rod 22 of a continuously variable transmission 21 is drawn via the rocking motion of a second crank 45 to increase the speed of a motor 20. An oil type damper 60 is provided at the position facing the shift rod 22. When the steering wheel is suddenly released when the vehicle is stopped, the shift rod 22 is tried to return by the restoring elasticity of a return spring 23. However, the shift rod is butted to a piston rod 64 of the damper 60, the shift rod 22 is slowly returned to the original position. The urging speed of a drive wheel 17 is slowly reduced, and the vehicle is smoothly stopped. When the vehicle is re-started, the urging speed is gradually increased without any sudden start even when the steering wheel is turned because the shift rod 22 is returned to the original position.
