PROBLEM TO BE SOLVED: To provide an image forming apparatus in which warm-up period and is shortened a consuming current change is suppressed by simple control, thereby eliminating flicker. SOLUTION: In the image forming apparatus which forms an image onto a recording material with a developer material such as toner and outputs the image formation by thermal fixing, a thermal fixing means has heat generating resistors on a heater substrate such as ceramic, and a heater control means which selects a connection system for the heat generating resistors according to an operation state of the apparatus. The heater control means operates in such a manner that in the process of raising the thermal fixing means from a low temperature to a predetermined temperature, all the resistors are connected parallel to one another and driven, and after the thermal fixing means reaches the predetermined temperature, all the resistors are connected in series and driven while the constant temperature is kept.
