PROBLEM TO BE SOLVED: To provide a fixing roller which can prevent a so-called offset phenomenon caused by an unfixed image remaining on a recording material used in an image forming apparatus, to provide a fixing device and an image forming apparatus which use the above roller, and to provide a method for manufacturing the fixing roller. SOLUTION: The fixing roller 1 used for the fixing device of an image forming apparatus comprises a roller core 2, an offset preventing coating layer 3 formed on the peripheral surface of the roller core 2, a conductive protective layer 3 formed while keeping at least continuity on the offset preventing coating layer 3, and a lubricating molecular layer 5 formed by directly fixing the molecular end to the conductive protective layer 4.
