PROBLEM TO BE SOLVED: To provide a simple and inexpensive rotating-body measuring instrument. SOLUTION: This rotating-body measuring instrument is provided with light-ray generating means 2a and 2b which generate light rays to be projected upon reflecting means 6a and 6b attached to the surface of a rotating body 5; a transmitting-receiving means 7a and 7b which respectively project the light rays introduced through unidirectional light-ray transmission lines 3a and 3b, and bidirectional light-ray transmission lines 4a and 4b to the reflecting means 6a and 6b and receive reflected light rays from the means 6a and 6b; and light-ray separating means 8a and 8b which are respectively connected between the transmission lines 3a and 3b and 4a and 4b, and separate the reflected light rays received by means of the transmitting-receiving means 7a and 7b and transmitted through the transmission lines 4a and 4b from the projected light rays. This instrument is also provided with photodetecting means 11a and 11b which are respectively connected to the separating means 8a and 8b through reflected light-ray transmission lines 9a and 9b and detect the reflected light rays, and a signal processing means 14 which calculates at least either the rotating speed or output torque of the rotating body 5 by processing the output signals of the detecting means 11a and 11b.
