PROBLEM TO BE SOLVED: To provide a steel wire by which an excellent rust-preventive effect can be obtained for long-term storage, transportation and execution, even when the steel wire is brought into direct contact with water. SOLUTION: The outer peripheries of bare PC steel element wires 2 are coated with the water-emulsifiable rust preventive agent 3 which contains 60 to 90 mass% of refined mineral oil and has a viscosity as low as (5 to 30) mm<SP>2</SP>/sec kinematic viscosity at 40°C. Owing to the application of the rust- preventive agent 3, an excellent rust-preventive effect can be obtained even if the resultant steel wire is brought into direct contact with rainwater or the like at transportation, execution, etc., to say nothing of fine water droplets resultant from dew condensation.
