PROBLEM TO BE SOLVED: To prevent the lowering of a capacity for removing nitrogen compounds associated with the decrease of the temperature of outside air in an sewage treatment apparatus for removing phosphorus and the nitrogen compounds. SOLUTION: At least one set of electrodes comprising a cathode made of an electric conductor containing an element of the Ib or IIb group of the periodic table or the conductor coated with the element, an anode which is made of an insoluble metallic material and can generate chlorine, and an anode made of iron installed in an electrolytic treatment tank are provided. The electrodes are arranged so that the anodes are located on both sides of the cathode. In the anode of iron, iron can be supplied automatically so that the volume of the iron immersed in treatment water is approximately constant. COPYRIGHT: (C)2003,JPO
