PROBLEM TO BE SOLVED: To speedily and exactly segment a stroke for one character from a stroke for plural characters by simple processing in the segmentation of handwriting character. SOLUTION: This device is provided with a segmentation instructing part 201 for instructing the segmentation of plural characters from the stroke for the respective characters inputted by a stroke input part 200, a segmentation part 202 for calculating the height of character by subtracting the minimum Y coordinate of strokes inputted up to that time point from the maximum Y coordinate, estimating the width of character from the relevant height on the assumption that the lateral width of character is generally proportional to the longitudinal width, and segmenting only the stroke from the minimum X coordinate (=character starting position) of the stroke to the relevant minimum X coordinate + character width (=character ending position) from the stroke, and a character recognizing part 203 for recognizing the stroke segmented by the segmentation part 202 as a stroke comprising one character.
